Recruiting Ex-Offenders: An Opportunity for Employers

The Chartered Institute of Personnel and Development (CIPD) has published guidance on recruiting, employing and retaining people with convictions. This guidance comes at a time when the government and KPMG are urging employers to consider recruiting ex-offenders to reduce reoffending rates and stimulate economic growth.

KPMG’s Initiative in Recruiting Ex-Offenders

KPMG has piloted a scheme to recruit prison leavers into various roles within their business, including senior positions. While employees are aware that the company hires individuals with criminal convictions, the identities of these recruits remain anonymous.

Benefits of Employing People with Convictions

In their guide, the CIPD highlights several benefits for employers who hire individuals with criminal records:

  • Broadening the Talent Pool: Access to around a quarter of the UK population who have criminal convictions.
  • Social Responsibility: Supporting an organisation’s commitment to social responsibility.
  • High Loyalty and Retention: Research by the CIPD indicates that former offenders often exhibit high levels of loyalty and retention.

Legal Considerations in Recruiting Ex-Offenders

Employers must navigate the legal framework that governs the recruitment of individuals with convictions. This includes adherence to the Rehabilitation of Offenders Act 1974 and ensuring compliance with UK GDPR in managing sensitive personal information.
